At 15:00 on August 5, a rapid sirens sounded on the "Nanhai No. 5" drilling platform. This drill was simulated an exploratory well test operation. Overflow occurred during the test string, a blowout occurred during on-site disposal, and about 5 tons of crude oil fell into the sea. The drilling director reported to the land emergency command center, and the platform emergency team, ambulance team, search team and guard ship also moved on the order. At 15:03, the well was shut down successfully.
"Start the blowout and oil spill emergency procedures, ensure the safety of personnel, control the blowout, and dispose the falling crude oil." At 15:09, the emergency command center of the Shenzhen Branch of the Co., Ltd. received the on-site accident report and immediately issued the first instruction.
The commander-in-chief, security officer, liaison officer, public information officer, minister of finance and administration, minister of logistics department and other emergency responders rushed to the emergency command center. Emergency personnel from various disciplines such as condition unit, resource unit, procurement unit, helicopter unit, ship unit, and communication unit were also in place.
At the same time, the "Nanhai No. 5" drilling platform emergency team immediately repaired the "oil spill" point, deployed the kill fluid, and organized the recovery of on-site oil pollution. The platform guard ship "Huajin" paid close attention to the area of the "oil spill", the drift directions and the sea conditions on site. The situation on the scene further escalated! At 16:55, the walkie-talkie heard the news of a well killing failure and a second blowout. The on-site personnel estimated that about 4 tons of crude oil "entered into the sea", and nearly 9 tons of "oil spilled" twice before and after. After the evaluation, the land command center issued an order to dispatch three helicopters to evacuate 52 non-emergency personnel on the South China Sea 5. The public information officer in the land command center shall disclose key information in a timely manner to ensure the accurate dissemination of information. The kill fluid was reconfigured at the offshore site, and the second well killing operation was started. The killing operation was completed at 18:20, and the blowout "oil spill" was controlled. As the guard ship "Huajin" is not equipped with oil booms, the land emergency command center urgently dispatched emergency resources for each oil and gas field.
Helicopters carry spraying devices to the sea to carry out aerial oil removal operations. Ships deployed from various oil and gas fields and land have been deployed successively, and 7 guard ships including "South China Sea Rescue 112", "Offshore Oil 258", "Offshore Oil 683", "Youlian Tug 3", "Detong", "Huapeng" and "Huashun" were received an urgent task, went to the "South China Sea No. 5" sea area overnight to participate in the containment and recovery of "oil spill".
The on-site emergency command center's wall chart operations quickly determined the three-level deployment and control arrangements for marine vessels. Affected by tropical storms, sea winds and waves have increased, and the difficulty of the exercise has continued to increase. The oil booms deployment personnel overcame difficulties. At 15:00 on the 6th, the oil booms were successfully deployed to curb the spread of the "oil spill".
On the morning of August 7, after nearly 42 hours of land-sea interaction, the third-layer oil booms were successfully deployed and marine oil was recovered. This multi-scene comprehensive emergency combat drill was declared over.
