In order to verify the actual reaction speed and disposal capacity of the terminal and the pollution cleaning units after the accident of the dangerous goods ship at the terminal, the drill was simulated without a script. At 10:00 am, maritime law enforcement officers randomly selected a dangerous cargo ship "Maoyou 8" according to the situation of the ships in the port at the dock, it was simulated the occurrence of pollution accidents and fire accidents after the ship collided with the dock due to bad weather. The ship and the dock were required to immediately carry out accident reporting and emergency response.
After the drill order was issued, the maritime management agency quickly mobilized sea cruisers and tugs to rush to the scene. At the same time, both sides of the ship and shore activated emergency shut-off devices and used the pier fire fighting facilities to extinguish the fire according to the requirements of the oil spill emergency plan, and organized personnel to conduct fire and pollution investigations. The cleanup company carried out oil spill disposal by deploying oil booms and oil absorbent pads. After about 40 minutes, the fire was effectively controlled, and the emergency tugboat towed the accident ship out of the front waters of the wharf. The emergency disposal, accident report, emergency berthing, fire fighting, and marine cleanup and other drills were successfully completed. The time for the firefighting and cleanup units to reach the scene met the requirements and the measures were effective.
