Changde launched a water emergency comprehensive rescue drill

Since the beginning of summer and the higher temperature, it has entered prone period of various accidents. On July 5, the “Dangerous Situation” occurred at the Sinopec Deshan Oil Depot in Changde Economic and Technological Development Zone. At 10 o'clock in the morning, the Changde City Water Search and Rescue Emergency Center Office received a report that when the “Xiangjinhe 110” tanker loaded with 500 tons of diesel oil was carrying out unloading process in the Deshan Oil Depot of Sinopec Changde Branch, it was suddenly broke out fire accident. The situation was critical and requested rescue. Originally, this was a water emergency rescue comprehensive drill, which was jointly organized by Changde City Transportation Bureau, Changde City Water Transportation Affairs Center and Hunan Changde Waterway Administration were the co-organizer.
The drill was simulated four “dangerous situations” to carry out emergency rescue: a full-load diesel cargo ship fired when it was carried out unloaded operations; two passengers collided and two passengers accidentally fell into the water, one of them was injured; One of the ships suffered a fuel leak; the ship was out of control. After received the accident report, the Municipal Water Transportation Affairs Center quickly dispatched the sea patrol boats to the accident waters and organized rescue. At the same time, the emergency plan was launched, the situation was reported to the higher authorities, and the relevant units were notified to quickly arrive at the scene of the accident to carry out rescue work. The entire drill process was orderly and compact, and successfully completed a number of rescue subjects such as water warning, ship fire rescue, personnel water rescue, ship transfer, oil recovery and residual oil removal by using oil booms and oil absorbent pads, ship out of control rescue, etc., it was effectively improved the safety awareness of the participants, tested the scientific and operability of the emergency plan.
