After received the report, the District Maritime Department of the remotely assisted "Jiangyang 106" ship to initiate an emergency plan to carry out self-rescue, immediately instructed "Haixun 12273" ship to go to the scene for disposal, and contacted "Ludaobiao 212" ship to rush to the scene to assist in fire fighting. ,then they contacted the nearby signal station to control the up and down ships in the adjacent waters, and reported to the Luzhou Water Search and Rescue Center of the Yangtze River and the duty room of the Emergency Committee of Jiangyang District.

"Haixun 12273" ship immediately rushed to the scene after receiving the order, it instructed the nearest rescue force to go to the rescue. The Jiangyang District Emergency Committee dispatched a hovercraft of the Jiangyang District Fire Rescue Brigade, and some militiamen and medical institutions of the People's Government of Huangya Town rushed to the scene to participate in the rescue. After arrived at the scene, "Haixun 12273" ship carried out emergency rescue and transfer to passengers on board, and directed fire extinguishing, and started fire pump to spray fire. At this time, people accidentally fell into the water during the ship's self-rescue process, and the hovercraft quickly dispatched to rescue the people who fell into the water. After more than 20 minutes of continuous firefighting, the bow fire was extinguished, passengers on the ferry were safely transferred, and the drowning person was rescued by the hovercraft, and sent to the shore for first aid, and then sent to the hospital for treatment.

After the fire was extinguished, "Haixun 12273" found an oil stain appeared on the river. After verification, the ship's fuel oil leaked (estimated 300 kg). The Yangzhou Luzhou Water Search and Rescue Center and Jiangyang District quickly organized the No. 3  Salvage ship and No.3 Rescue No. 3 ship to carry oil booms to the scene for carrying out containment of the oil pollution zone on the water, and coordinated the two assault boats of the Jiangyang District Fire Brigade to carry oil absorbent pads for oil spill recovery. After more than 20 minutes of recovery and disposal, the oil spilled parts of the ship were effectively controlled, and the oil pollution on the river surface was completely removed, it was ensured the cleanliness of the river surface, and the drill was achieved a complete success.
