Baihua Lake carried out emergency rescue drill

At 10 o'clock on September 20, Guiyang City 2018 annual water traffic safety emergency rescue drill was launched in the Baihua Lake waters of our district. Wei Dingmei, deputy mayor of the municipal government, and Liu Junsheng, deputy head of the district government, and other relevant leaders attended to observe this drill.
 
It is reported that this drill was hosted by the Guiyang Municipal People's Government, the Guiyang Municipal Transportation Commission, the Guanshanhu District People's Government, the Guiyang Local Maritime Safety Administration, and the Guanshanhu District Transportation Bureau were the organizer, and the district fire brigade, the district public security bureau, and the Zhuchang town government, Baihua Lake Town Government, Jinyang Hospital and other units participated this drill. It is purposed to further summarize and improve the practicality and operability of emergency plans for water emergencies in various districts (cities, counties), improve the organization, coordination and command level of water rescue and the self-rescue ability of crew members, and accumulate life-saving assistance, fire fighting, salvaging of floating on water, water pollution prevention these actual combat experience, establish and consolidate the emergency management system of “unified leadership, comprehensive coordination, hierarchical responsibility, and territorial management.”
 
The drill was set up two simulation scenes. One scene was the fire of the cruise ship. The rescue command center started the emergency plan for disposal, commanded the ship, organized the crew to carry out rescue, rescued the drowning personnel and carried out fire fighting; another scene was foggy weather, a passenger ship was crashed into the cargo ship, the hull and fuel tank of the cargo ship were damaged, and the fuel leaked on the water surface. The rescue command center immediately started the first-level emergency response, and cleared the oil spillage and recovery operations such as oil spill control by using oil booms, recovering and removing by using oil absorbent pads, and spraying oil dispersant, it was purposed to minimize the risk of oil spills and protect the water environment.
