Dongfang City and Changjiang County jointly carried out maritime emergency rescue drill

On the morning of September 27th, Dongfang City and Changjiang County joint maritime emergency rescue drill was successfully held in the waters near the anchorage of the Dongfang city Basuo Port.
 
At 09:30, with the order of the deputy mayor of the Dongfang City and the general commander of the exercise, Bian Xiaoyan, the drill was officially begun. This drill was simulated a collision accident in the waters near the 3# anchorage of Basuo Port. The Dongfang fishing boat was collided with the Changjiang fishing boat. The accident caused the Changjiang fishing boat sunk and was accompanied by fuel leaks. Five fishermen fell into the water. In the event of a collision, eight people in the Dongfang fishing boat were in danger and asked for help.
 
After received the distress alert and verified, the eight maritime search and rescue sub-centers immediately launched a search and rescue emergency plan, organized and coordinated the efforts of all parties to rescue: the first was to notify the Emergency Offices of Dongfang City and Changjiang County the danger, and advise them to coordinate the Marine and Fisheries Bureau ships. The second was to coordinate the maritime departments to issue a navigation warning, request the merchant ships in the vicinity of the sea area to go to the scene to participate in search and rescue; the third was to coordinate the eight maritime bureaus to send the "sea patrol 11402" ship to search and rescue; the fourth was to coordinate the jurisdiction of the area towed dual-purpose tugboat; The fifth was to inform the Dongfang City 120 Emergency Center to go to the sea area of the incident to be ready to receive treatment for the distressed personnel; the sixth was to coordinate the area to clear the sewage ship to the incident area to carry out cleaning operations. After Coordination, "Sea Patrol 11402" ship, "China Fishery 46099" ship, "China Haijian 2138" ship, "Qiong Dongyu 2" ship, "Minhua Tug 19" ship, " Bagang Tug 8" ship and "Huali 3" ship these seven ships went to the incident area to carry out rescue and cleaning operations.
 
After the rescue efforts, the fires on the the distressed fishing boat were successfully extinguished, and the personnel on board were safely transferred. Three drowning people were found and rescued. There ware still two people who were still missing. After re-defined the search area, it coordinated the CITIC helicopters to conduct aerial search, and coordinated the officers of the public security and border police stations to search along the coast of the incident. In the end, the rescue helicopter found a person who was in the waters about 10 nautical miles northwest of the collision shipwreck and identified the location. The search and rescue center immediately coordinated the "China Fishery Administration 46599" ship to the rescue. Coastal searchers found and successfully rescued one drowning person on the nearby coast. At this point, due to the successful rescue, 5 drowning fishermen were successfully rescued; the on-site cleaning operation was completed by deploying oil booms and oil absorbent pads. 2018 Dongfang City and Changjiang County the joint maritime emergency rescue drill was successfully completed.
