On September 26, China National Aviation Fuel Group Limited Huadong Company held an oil tank fire leakage emergency drill for China International Import Expo in Hongqiao Oil Depot. The drill was hosted by Shanghai Municipal Safety Supervision Bureau, China National Aviation Fuel Group Limited Huadong Company and Hongqiao International Airport Company was undertaken. The Shanghai Municipal Safety Supervision Bureau, the Municipal Government Emergency Office, the Energy Development Department of the Municipal Development and Reform Commission, the District Safety Supervision Bureau, the Development and Reform Commission, the Municipal Emergency Chemical Rescue Team, and the relevant resident units of Hongqiao Airport attended the event. Ma Xiaohua, General Manager of China Aviation Oil Huadong Company, acted as the general commander and given a lecture and comment.
The drill was conducted in the form of a combination of on-the-spot combat exercises, recorded video playback, and commentator live commentary. According to the disposal plan of the emergency plan, the participants took emergency measures for the fire and explosion incidents in the reservoir area, oil spills and injuries of the rescue personnel, and demonstrated the actual combat scene.
The drill was officially begun at 14 o'clock. Thunderstorms raided Hongqiao Airport, and the No. 5 tank top breathing valve of Hongqiao Oil Depot was hit and the smoke was suddenly rolled. After the security found the fire, they quickly reported and alerted the police. The staff in the control room immediately started the No. 5 tank spray cooling system, immediately stopped sending and receiving oil, and quickly dialed the 119 alarm call. After 3 minutes, 8 police vehicles, 1 ambulance and commanders and 3 medical personnel from Hongqiao Airport Fire Emergency Protection Department arrived at the scene. The oil depot personnel quickly guided the fire truck into the reservoir area to extinguish the fire, and informed the fire brigade. During the process of fire fighting, the fire fighter found the injured employees and immediately carried them to the ambulance for treatment. After 7 minutes, the fire was extinguished and the fire officers and soldiers continued to cool the No. 5 tank. The oil depot personnel entered the vicinity of the No. 5 tank and found that there was oil leakage. After checking, due to the high temperature, it was caused the flange gasket failed, and immediately reported the request for support. The support personnel immediately rushed to the scene to make emergency replacement of the failed flange gasket, and used a hand pump, oil absorbent pads, and oil dispersant to dispose the oil spill.
After 15 minutes, the drill was ended smoothly. The participating units earnestly performed their duties and cooperated closely; all the participants were full of spirit and bravery; the on-site command was proper and the disposal was strong, and the drill was achieved a complete success.
