Huai'nan Local Maritime Bureau conducted water pollution prevention and emergency search and rescue drill

At 15 o'clock on September 28th, accompanied by the order of general commander of the exercise, the secretary of the Party Committee of Huainan City Local Maritime Safety Administration and the director Zhang Daoxue, “The drill was officially Begun, the 2018 Huainan City water pollution prevention and emergency search and rescue drill was held in the Tianjia’an section of Huaihe River. After the performance, all the participating boats were assembled and drilled according to the scheduled subjects.
 
On the picturesque of Huaihe River waterway, suddenly a "squeaky" sound was occurred, the two ships was violently collided, two crew members accidentally fell into the water, after received a call for help, the maritime agency immediately launched a maritime rescue. The maritime agency first implemented traffic control in the waters of the incident. At the same time, three boats and one self-propelled aircraft, such as Bohai Patrol 0722 ship, arrived at the scene of the accident and rescued two drowning personnel with rescue rods, and then sent them to the 120 ambulance.
 
After the search and rescue subjects were completed, the search and rescue personnel suddenly found that there was suspected diesel floating in the waters of the incident and reported to the 12395 Command Center. The 12395 Command Center immediately launched the ship pollution accident emergency plan and assigned the Tianjiatun local maritime department and related emergency disposal boats to the incident. In the waters, the oil booms ware arranged in the downstream of the polluted waters to block the spread of oil spills, and the water samples test and meteorological services are carried out in conjunction with the Municipal Environmental Protection Bureau and the Municipal Meteorological Bureau, then the Danghai Patrol 0719 ship released the oil absorbent pads to dilute the oil spill and then used the oil skimmer to store the oil spill to the pollutant receiving ship and clean up the accident site. It is understood that ship pollution disposal is a new exercise course this year. The main purpose is to intercept, control, clean, recycle and transport pollutants in a timely manner in the event of oil pollution in ships, to prevent or reduce the further spread of pollutants and protect the water environment.
 
The last subject of the exercise was the assembly of the boat and the assembly of the sea patrol boat. It was arranged in a line, showing the formation of the daily maritime cruise, and successfully completed the 2018 water pollution prevention and emergency search and rescue drill. The drill was hosted by the Huai'nan Local Maritime Bureau. The Municipal Transportation Bureau, the Municipal Security Committee Office, the Municipal Emergency Office, the Municipal Environmental Protection Bureau, and the Municipal Meteorological Bureau were invited to observe, the Huainan Daily and Huainan Radio and Television Station were fully recorded. It was totally 8 sea patrol boats, 6 social ships, and more than 60 people participated.
 
 
The implementation of this drill is a key content of the city's traffic emergency management work in 2018. It is also an important measure to further strengthen the construction of the city's water emergency management system and improve the water emergency work mechanism, which will effectively improve the actual combat capability of water traffic maritime department, improve coordination and cooperation between water emergency departments, and better protect people's lives and property.
