Shenzhen Maritime Search and Rescue Center organized to carry out 2018 Shenzhen Eastern Sea comprehensive emergency drill

In order to improve the emergency response capability for detecting sudden events in the eastern sea part of Shenzhen, to ensure the stable supply of oil and gas in Shenzhen, to minimize casualties and property losses, and to protect the marine environment, on the morning of October 31, 2018 Shenzhen Eastern Sea comprehensive emergency drill was held in the waters of Dapeng Bay, Shenzhen.
 
The drill was a comprehensive emergency drill for the protection of marine energy in the eastern seas of Shenzhen. It was hosted by Shenzhen Maritime Search and Rescue Center, jointly organized by Dapeng New District Management Committee and Daya Bay Maritime Safety Administration. The participating units were included Shenzhen Maritime Bureau. Emergency Office, Municipal Bureau of Soil and Water (City Bureau), Municipal Public Security Frontier Detachment, Municipal Public Security Fire Brigade, Shenzhen Port Pilot Station, Dapeng New District Comprehensive Office (Emergency Office), Daya Bay Maritime Bureau, Yantian Maritime Bureau, New District Public Utilities Bureau, New District Ecological Resources Comprehensive Law Enforcement Bureau, Municipal Public Security Frontier Detachment Longgang Brigade, Municipal Public Security Fire Brigade Water Brigade, Guangdong Dapeng LNG Co., Ltd., Shenzhen Guanghui Petroleum Shipping Group Co., Ltd., District Clearing and Pollution Company, etc. The maritime emergency member units participated in the exercise, this drill was simulated a LNG (liquefied natural gas) ship in the Dapeng Bay 3# anchorage, and a fire broke out during the berthing of the ship and the oil tanker collided with the construction ship, causing personnel to fall into the water and leak the cargo oil. A total of 19 ships of various types, 2 ambulances, 3 fire engines, and more than 200 personnel in the emergency team were drilled in the comprehensive exercise. The main projects were included the danger report and self-rescue, the first aid and transshipment of the wounded, the fire treatment at sea, the emergency berthing of the accident ship, and maritime oil spill disposal by deploying oil booms and oil absorbent pads. For the first time during the drill, the JHW-12 water remote life-saving device was applied to the actual combat, and the UAV video signal was transmitted to the command ship in real-time transmission mode. This provided the emergency command department with the first-hand information on the scene and provided a strong technical support for quickly making emergency decisions.
 
This drill adopts the city-city and district linkage mode. It does not make plans, does not set up scripts, and is mainly based on actual combat. It aims to link the operation of the maritime search and rescue emergency command system and the emergency member units at the city and district levels. The effectiveness of equipment for emergency disposal facilities, on-site personnel's mastery of emergency plan proficiency and knowledge of dangerous goods will effectively promote the construction of maritime emergency response capacity in Dapeng New District. At the same time, an important demonstration of the command and control system's rapid command and dispatch capability and emergency force actual combat capability are also an important measure to improve the comprehensive emergency response capability of marine emergencies.
