At 9 o'clock on the November 15th, a rush of call broke the silence of the water traffic (oil spill) emergency command center in Shunde District, Foshan City. This is not a movie, but the real scene of the emergency rescue exercise on the water traffic emergency drill in Foshan City in 2018. More than 170 people and 27 emergency rescue boats participated in the exercise on the day.
The drill was simulated a cargo ship was out of control and then collided with a mooring cargo ship. The collision caused the mooring of the cargo ship to sink and the oil spilled. The ship's personnel were all missing, and the out-of-control cargo ship continued to drift downstream to threaten the safety of the bridge.
After the happening of the simulated accident, the Foshan City Water Traffic (Oil Spill) Command Center immediately checked the accident risk through the Guangdong Smart Maritime Platform System and the site, and launched the “Foshan City Water Traffic Emergency Response Plan” according to the accident level to set up an emergency rescue command department, through the urban two-level linkage, desktop deduction, water traffic control, emergency towing, personnel rescue, oil spill disposal by deploying oil booms and oil absorbent booms, wreck salvage, accident investigation and other subjects work in an orderly manner, finally it was effectively prevented further oil spills and dangers expanding.
The person in charge of the drill said that after close cooperation between the parties, the drill was achieved the integrity and applicability of the inspection plan, the rationality and operational efficiency of the inspection system, the timeliness and precision of the inspection information transmission, the training team, the communication technology, and the improvement ability. The planned targets showcase modernization methods such as information application and high-tech equipment, which were provided demonstrations for emergency response and water traffic emergencies management in Foshan.
