2019 Jiujiang Yangtze River water joint emergency drill was successfully held

On the morning of June 12, the 2019 Jiujiang Yangtze River water joint emergency drill was successfully held in Jiujiang Petrochemical Port Area. The drill was jointly organized by Jiujiang Maritime Bureau, Jiujiang Port and Shipping Administration, Jiujiang Branch of Changhang Public Security Bureau, Sinopec Jiujiang Branch and Huangmei County Port and Navigation Administration. More than 100 people including more than 10 wading units and related boats participated in the drill.
The drill was closely follown the theme of “anti-risk, hidden dangers clearing, and accidents prevention”. It has set up three subjects: fire rescue, oil spill emergency, and oil pipeline leakage. It fully demonstrates the ship's anti-pollution emergency response power and emergency disposal abilities in the waters of the Jiujiang section of the Yangtze River.
The drill was simulated a fire in a cargo tank of a moored tanker in the temporary anchorage area of Daijiaying. After received the alarm, Jiujiang Maritime Bureau and Jiujiang Port and Shipping Administration urgently organized on-site rescue, and dispatched Changhang Public Security and Jiujiang Petrochemical Tugboat to the scene, firefighters boarded the ship to investigate the fire, found out the fire, and evacuated the trapped people. Subsequently, two fireboats attacked the oil tanker fire. After more than ten minutes of continuous fire suppression and cooling, the fire was successfully extinguished and all the people in distress were rescued. During the fire fighting process, the tanker appeared to have oil spills. The on-site command immediately deployed oil spill recovery, and the decontamination ship carried equipment such as oil skimmers, oil absorbent pads and oil booms to the scene to carry out oil spill emergency response. After nearly 20 minutes of recycling, the oil spill area of the tanker was effectively controlled and the oil spill on the river surface was completely removed.
Subsequently, the drill site was transferred to the 5# terminal of the refinery to simulate the leakage of the metal hose of the reloading material of the barge, and some of the leakage oil entered the waters surrounding the barge, causing pollution of the Yangtze River waters. The operation department of the Jiujiang Petrochemical Terminal immediately organized the rescue. The oil pipeline shall be subjected to emergency operations such as pressure relief and closure to prevent further pollution, and repair personnel shall be arranged to repair the faulty pipeline equipment. After being disposed of on site, the slop oil is effectively controlled.
The drill was orderly, disciplined, and responsive. The subjects in each subject were set up reasonably and tightly connected, and lasted for one and a half hours. This fully demonstrated that the duties,closely cooperated, and integrated of Jiujiang Yangtze River Shipping Emergency Department and the social assistance forces. It has improved the rapid response effect abilities of water vessel rescue, water pollution prevention and terminal oil spill emergency response, and provided a strong guarantee for promoting the construction of the Yangtze River Economic Zone Water Emergency Collaboration Zone and building a safe Yangtze River and a green Yangtze River.
