Ningbo Port Area launched comprehensive oil spill emergency drill

"Reporting the terminal emergency group, I am Hongyou 17 ship. When I was preparing to berth at No. 7 berth of Beilun Suanshan Wharf, and I was collided wit the wharf, and the fuel tank was damaged. The fuel leak was expected to be about 100 tons. The kitchen had an unknown fire. The personnel were injured. Our ship has organized self-rescue.” This morning, Zhenhai Refining and Chemical Company’s Port Storage and Transportation Department’s terminal dispatch received a call for help, and quickly launched the “Ningbo Maritime Emergency Response Plan” and “Ningbo Waters Ship Pollution Accident Emergency Plan”. 2019 Ningbo Port Area ship oil spill emergency drill was kicked off.
 
On-site command of the dispatch report of Zhenhai Refining and Chemical Port Transportation and Transportation Department was reported to Ningbo Maritime Bureau. After received the report, Ningbo Maritime Search and Rescue Center organized experts to conduct accident assessment at the first time, and immediately launched a three-level emergency response based on the “Ningbo City Emergency Response Plan for Maritime Emergencies” and “Emergency Plan for Ship Pollution Accidents in Ningbo Waters”. The Ningbo Ship Traffic Management Center quickly released ship navigation warnings and traffic control information. The search and rescue center coordinated the forces of the sea patrol boats, the fire tugboats, the national oil spill emergency equipment library, the enterprise's own cleanup resources, and the professional clean-up unit. The emergency response was carried out for the oil spill on the spot by using oil booms and oil skimmers, and the medical rescue force was coordinated to carry out personnel rescue. The whole drill was tense and orderly, and lasted for an hour. Finally, with the joint efforts of all the staff, the oil spill was controlled and cleared, and the injured were sent to the doctor in time.
 
This drill was totally dispatched 10 kinds of professional cleaning equipment such as sea patrol boats and fire tugs, large-scale oil skimmers and marine fire water cannons. The rescue, fire, and logistics support vehicles cooperated and tested ship oil spill response capabilities in an all-round way. Chen Yisheng, Director of the Dangerous and Anti-pollution Division of the Ningbo Maritime Bureau, said: "This drill has strengthened the rapid response, coordinated operations and emergency response of accidents abilities of members of the Ningbo Maritime Search and Rescue Center and professional clean-up units and the company’s own clean-up forces. The “three-in-one” integrated oil spill response system of the state, enterprises and social forces is maturing, and it will provide a strong guarantee for the battle against pollution in Ningbo waters.”
