The drill was started at 10:00 am on June 11th. A tanker was carried out the loading operations at the No.4 berth. Suddenly, the oil from the flange connection of the ship's deck process pipe was sprayed outward, and a large amount of oil was leaked to the ship deck.
After the dangerous situation was occurred, the on-site duty officer immediately notified the pump shed to stop the pump, and reported the danger to the dispatcher, closed the on-site process valve, and cut off the source of the leak at the first time; after received the report of the leakage accident, the Safety Supervision Department immediately launched the emergency plan and quickly mobilized the fire brigade and other personnel to the 4# berth for on-site rescue, control the source of danger, to prevent explosions at the point of leakage. At the same time, they reported the danger to relevant departments. After 20 minutes, the oil booms implemented a full-scale control of the 4# berth leaking sea area. The clean-up vessels arrived at the scheduled area one after another, and carried out the sea surface cleaning work by using oil absorbent pads. Through the cooperation of various departments of the coast, at 11:00, the clean-up vessel completed the oil collection on the sea surface and the drill was completed.
During the drill, the on-site command was orderly, and the various units of the exercise unit responded quickly and promptly, they had clear responsibilities and tacit understanding, and reached the inspection plan.
