Yushan Port hold ship chemicals pollution emergency response drill

On July 28,Yushan Port ship chemicals pollution emergency response drill was held at Yushan waters of Zhoushan, Zhejiang.

The drill was simulated when the bulk chemical tanker "Petrochemical No. 1" was loaded with toxic and flammable chemicals paraxylene at berth 4 of Yushan Refining and Chemical Industry Zone, the cargo tank was capped during the loading process, resulting in about 30 tons of Xylene leaked directly into the sea. Under the action of tidal currents, the leaked Xylene drifted to nearby sea areas, and marine pollution may expand at any time. At the same time, the leaked Xylene is a toxic and flammable liquid. The second mate of "Petrochemical No. 1" was poisoned while cleaning up the Xylene. Several workers in the chemical zone were seriously threatened. The safety of ships and crews operating in adjacent berths was also affected.

The "Petrochemical No. 1" ship simulated the cargo hold leaking and immediately reported the accident to the Zhoushan Oil Spill Emergency Center. After receiving the report, the Zhoushan Oil Spill Emergency Center quickly activated the emergency plan in accordance with the "Emergency Plan for Ship Pollution Accidents in Zhoushan City", guided the accident simulation ship to carry out emergency response in accordance with the "Marine Pollution Emergency Plan for Ships", and instructed the Zhejiang Petrochemical Company in its disposal work. At the same time, the on-site fire control and personnel protection were strengthened, and the"Hai Xun 0732" ship and other forces from Zhoushan Maritime Bureau rushed to the scene to verify the accident.

Under the guidance of the on-site headquarters, Zhejiang Petrochemical Company immediately carried out fire control of the incident area, stopped all operations within the chemical zone, notified relevant ships in the chemical zone to evacuate, organized the immediate evacuation of irrelevant personnel near the incident wharf, and organized company clearance pollution forces and boats to carry out oil containment(by deploying oil booms), control and removal of pollution(by using chemical absorbent pads and oil skimmers). At the same time, the on-site headquarters coordinated and directed relevant ships, wharves, and professional cleanup teams to carry out pollutant containment and removal operations, and organized fire surveillance, sprayed water to dilute flammable poisonous gases, coordinated health departments to provide medical assistance to poisoned persons, and coordinated environmental protection department to monitor the pollution of seawater and properly disposes of the recycled toxic chemicals. After co-processing by all parties, the pollutants in the air and water quality of the incident waters have been basically eliminated.
