Jiangmen City hols a ship oil spill comprehensive drill

A large-scale marine oil spill emergency drill was held in the waters of Yinzhou Lake in Xinhui, Jiangmen, Guangdong, with the theme of "emergency oil pollution,helping ecological Jiangmen, and protecting the clean bay area.

When a ship full of 3,000 tons of diesel was sailing to the waters of Yinzhou Lake in Jiangmen, Guangdong, it suddenly broke,and then it was out of control and collided with a dry cargo ship. After the collision, the cargo hold was damaged and part of the diesel oil leaked to the surface. Emergency rescue was requested. After receiving the alarm, the Jiangmen Maritime Search and Rescue Center immediately verified the ship’s distress information, analyzed the danger, verified the distress information and analyzed the danger through the intelligent maritime platform, Maritime Eye and other information systems, and the assessment was confirmed as a "extraordinarily significant maritime danger", and it was started according to the procedures, they cooperated with multiple departments to carry out emergency response operations for oil spills by sea, land and air. After receiving instructions from the Municipal Search and Rescue Center, the Jiangmen Maritime Safety Administration quickly dispatched marine cruisers to the sea area where the incident occurred to guard and organize oil spill containment at the scene, they instructed the crew of the ship in distress to take measures to close the valves to control the leakage, and at the same time, they quickly dispatched the nearby cleaning ships to use multiple oil booms to contain and control the oil spill water area.

Subsequently, the nearby oil tankers were coordinated to carry out ship-to-ship transfer operations to the ships in distress, and the remaining oil products on the distressed ships were transferred to eliminate the risk of further leakage. Ship-to-ship transfer of dangerous goods is a high-risk and demanding operation. The most important thing is to control combustibles and fire sources. Any operations that may generate sparks on the ship must be strictly controlled. Immediately after the simulation of the ship in distress during the transfer operations, the oil leaked into the cargo pump warehouse, which caused a fire and caused personal injury. The lives of 10 crew members on the ship were seriously threatened and needed to be transferred. After the crew’s self-rescue and fire-fighting measures failed, the search and rescue center immediately coordinated and dispatched "Hai Xun 09428"ship to the distressed ship for personnel transfer, and dispatched "Hai Xun 0427"ship, "Zhugang Tuo 6"ship and "Offshore Oil 258" ship these various types of firefighting  ships to extinguish the fire on the ship in distress. Near the upwind directions of the ship in distress, high-pressure water guns were used to cool down the temperature at multiple angles, and foam was sprayed toward the fire point. With the close cooperation of multiple ships, the fire was quickly extinguished with no risk of re-ignition.

The last exercise project was the cleanup of ship oil spills. Under the on-site command of Haixun 0949 ship, multiple clean-up ships including Gangqing Antipollution 027 ship and Offshore Oil 258 ship worked together to launch oil spill recovery devices to carry out oil spills on the surface. they used oil absorbent pads and oil booms to remove oil stains. After a number of complicated tasks such as oil containment and oil spill recovery  and cleaning on the sea surface, the residual oil pollution in the waters of the incident was cleaned up. After on-site sampling and testing by the environmental protection department, the water quality at the incident site was up to standard, and the oil spill disposal actions were completed.
