In order to examine and improve the emergency procedures for the oil spills of marine vessels in the jurisdiction, improve the emergency response capabilities of marine emergencies, and in-depth advance the three-year action of special rectification of water traffic safety. Recently, the Huludao Maritime Safety Administration carried out an annual oil spill emergency drill for marine vessels in the Suizhong waters of its jurisdiction. Huludao Suizhong Maritime Affairs Department, CNOOC Suizhong 36-1 Crude Oil Terminal Plant, Dongdaihe New Area Environmental Protection Bureau, Suizhong County Transportation Bureau and other 4 units participated in the exercise, mobilizing more than 130 relevant personnel and 7 boats and 4 vehicles.
The location of the exercise was selected at the CNOOC Suizhong 36-1 Crude Oil Export Terminal, which was divided into three subjects: life-saving, firefighting, and oil spill disposal. It simulated danger reporting, alert monitoring, risk assessment, oil spill containment by using oil booms, oil pollution removal by using oil absorbent pads and oil skimmers, 6 scenes including the treatment of the wounded. During the drill, from the discovery of the danger and the report of the accident to the police verification and multi-party joint handling, under the framework of the emergency plan, the participating units and personnel performed their duties in accordance with the emergency joint action mechanism, and successfully completed it in a relatively short time.
