The Douwei 7# berth and storage project of Fujian Gangfeng Energy Co., Ltd. will soon be put into production. It covers a total area of 25.17 hectares. The planned level of the liquid chemical terminal is 30,000 tons (the structure is designed according to the 50,000 tons level), and the coastline is 320 meters. There are 61 storage tanks with a total tank capacity of 443,500 cubic meters. The controlling shareholder is Guangdong Hongchuan Smart Logistics Co., Ltd.
In order to verify the effectiveness of the company’s response to the emergency rescue plan for oil spills at the terminal, tested the response and coordination capabilities of the emergency organization and command organization and emergency rescue team，reduced oil spill pollution damage and better protect the ecological environment and marine resources in the Meizhou Bay , Recently, Quanzhou Quangang Maritime Department guided Fujian Gangfeng Energy Co., Ltd. and Quanzhou Xingtong Port Service Development Co., Ltd. to jointly hold the 2021 dock oil spill marine emergency drill in Dougang 7# berth.
The drill was simulated the safety inspectors of Fujian Gangfeng Energy Co., Ltd. discovered that there was fuel oil leaking to the sea at the blind plate of the doouwei 7# berbit 3# oil delivery arm transmitter and receiver. The amount of leakage was about 1.5 tons, and there was a tendency to spread out nearby. There were fishing boats and dredging engineering vessels in operations, and there may be a risk of flash explosion and fire at the leakage place. After receiving the report, Quanzhou Quangang Maritime Department immediately reported the fuel oil leakage to the Hui'an County Government General Duty Office, the Quanzhou Maritime Safety Administration Command Center, the Meizhou Bay Port Development Center and other oil pollution emergency member units, and at the same time they activated the oil spill emergency response mechanism, notified the ship pollutant removal units, mobilized oil spill emergency resources, coordinated and commanded oil spill response personnel, and carried out containment and removal of oil spills.
The drill subjects were included: accident alarm and emergency response, marine alert, fire protection, oil spill monitoring,marine oil spill containment, marine oil spill removal and other emergency support. There are 5 boats participating in the drill: "Hai Xun 08613"ship, “Xingtong 103”ship, “Xingtong Ferry 1” ship, “Xingtong Traffic 5” ship and “Xingtong Traffic 2” ship, etc. There are more than 40 people participating in the exercise, and the hundreds meters of oil booms were in use, and the equipment such as oil skimmers, oil absorbent pads, oil spill dispersants were also in use.
