2021 Beibei District water traffic emergency emergency response drill

The drill was hosted by the Beibei District Transportation Bureau. The Beibei Police Station,District Emergency Bureau, the District Environmental Protection Bureau, the Second Brigade of the Port and Maritime Affairs Detachment, and Beibei Aviation Plastics Corporation participated in this drill.A total of more than 60 personnel, 7 vehicles, 8 ships, and 1 unmanned ship were dispatched. Among them, the Beibei Police Station of the corps dispatched 1 police boat, 1 vehicle, and 6 auxiliary policemen. There are four projects in this drill: jumping boat rescue, rescue of overboarding people, fire of ships on the water and oil spill pollution disposal.

A jumped boat in the upstream waters of Beibei Maobeituo in the Jialing River was washed away by the current. The crew was trapped on the jumped boat and carried out self-rescue. The jumped boat went down the river, posing a risk of collision with the bridge. After receiving the alarm, the Marine Police Corps immediately activated the emergency plan and instructed the Beibei Police Station to dispatch the police immediately. The police drove the "Public Security 818" speedboat to cooperate with the maritime detachment "Yu Rescue 326" and "Yu Rescue 209" speed boats to advance to the waters where the incident occurred; meanwhile, the police drove the police car to follow up on land and along the river to be ready for support at any time. After arriving in the waters of the scene, the public security boats prepared a warning on the river surface, and the shore police set up a security belt to isolate the onlookers. The two rescue vessels of the maritime detachment immediately fixed and towed the out-of-control jumper, and the rescue vessel fixed the jumper and towed it to Maobetuo supervision station to avoid collision accidents.

During the rescue, crew A jumped into the water accidentally. The Marine Police "Public Security 818" ship immediately used the onboard communication system to direct the ships on the river surface, and threw a lifebuoy at the people who fell into the water, and at the same time they cooperated with the subsequent "Yu Rescue 607" ship to rescue the overboarding people with the help of an unmanned ship (water rescue flying wing). After the personnel were sent to the shore, the shore civilian police coordinated with the medical staffs to send the overboarding crew A to the doctor for treatment.

Subsequently, when the "Beibei No. 1" sand mining vessel was going up to the Maobeituo waters, an unexplained fire was broken out, and the captain immediately reported to the Beibei Local Maritime Department. The maritime detachment "Yu Rescue 326"ship and "Yu Rescue 209" ship immediately went to put out the fire, and the Marine Police "Public Security 818" speedboat continued to guard the waters at the scene, and used megaphones to appease the people on board. Ten minutes later, the fire of "Beibei No. 1" ship was successfully put out, and all the people on board were safe.

Due to the scouring of fire fighting water,oil pollution from the engine room of "Beibei No. 1" ship flowed into the river. The maritime department immediately reported to the on-site headquarters, and the on-site exercise headquarters issued instructions to carry out oil spill handling. "Yu Rescue 209" ship and "Yu Rescue 326"  ship used oil booms to control the scope of the oil spill belt, and used oil absorbent pads to remove the oil spill belt. After more than ten minutes, the oil pollution on the river surface was cleaned up, and environmental monitoring personnel boarded the ship to check the water quality. After testing, the on-site water quality was qualified. So far, all subjects have been successfully completed.
