Zhongshan City launched a comprehensive emergency rescue drill

On July 24, the 2019 annual hazardous chemical fire and marine oil spill comprehensive emergency rescue drill was organized by the Municipal Safety Committee was held in Zhongshan Shenghong Petrochemical Co., Ltd. The drill was broadcast live through the LED liquid crystal display. The real-life showcased the safety net “protection net” of the joint venture of Zhongshan City.
 
At 3 pm, a tight and orderly drill began with the sound of an alarm. At the scene, a "Development" oil tanker loaded 5,000 tons of diesel oil at the company's dock to start unloading oil into the tank. During the period, a staff member in the tanker area was operating incorrectly; causing a “fire” in the tank, and a “smoke” was constantly appearing on the top of the tank. At the same time, the unloading operations oil tanker was ignorant of the sudden oil tank fire accident on the shore. The valve and the unloading pump were not cut off in time, causing the pressure at the joint of the tank to be increased and broken, and the diesel source was continuously flowed to the sea, causing pollution.
 
The central control room of Zhongshan Shenghong Petrochemical Co., Ltd. immediately started the emergency rescue plan after monitoring the accident situation in the tank area and the dock. The harsh alarm sounded the silence of the afternoon, and the enterprise emergency rescue team carried out self-help according to the five divisions of the plan. After the fire, public security, and the emergency management sub-bureau of the people's town received the report, they immediately dispatched rescue forces to the accident site. The city fire detachment dispatched three fire fighting vehicles to the scene for the first time, and used the long arm spray to fight the fire. The reinforcements then arrived.
 
At 4 o'clock in the afternoon, the oil depot area was successfully extinguished, the injured personnel were safely disposed, and the oil booms deploying on the sea successfully intercepted the surface crude oil and completed the recycling. After the environmental inspection team conducted on-site water quality inspection, the results showed normal. At this point, after the joint emergency response, the rescue mission was successfully completed and the drill ended satisfactorily.
 
The entire drill was lasted more than one hour. During the period, the team completed the police self-rescue, established the headquarters, oil spill containment, crude oil recovery, emergency evacuation, police dispatch, investigation alert, tactics, fire suppression, joint operations, maintenance cover, environmental protection., monitoring and other aspects. According to the organizer, through this joint drill, the purpose of testing the emergency plan for dangerous chemicals accidents in Zhongshan City was achieved, and the emergency response capability and the level of emergency linkage within the region were further improved to ensure the effective protection of people's lives and property.
