The 2019 Yangtze River Chuchuan section environmental emergency drill was successfully held. This drill simulated the explosion of xylene and mineral oil storage tanks, which caused xylene and mineral oil to enter into the Tongjiang River, which is directly connected to the main stream of the Yangtze River with fire water, and may cause the environmental pollution of the main stream of the Yangtze River and it may even cause major environmental emergencies across borders.
 
The drill used a combination of desktop deductions and actual exercise to simulate the emergency command of environmental emergencies and more than 10 working scenarios. Provincial, city, and county governments responded quickly according to the information reported. With the help of the emergency command platform and real-time transmission system, the headquarters directed emergency response work on the spot. The on-site disposal staff quickly implemented measures such as upstream incoming water interception, downstream activated carbon interception dam construction, and water surface oil booms laying through prevention and control facilities planned and constructed in accordance with the "Nanyang train of thought". Emergency monitoring personnel used drones, unmanned ships to conduct on-site surveys and sampling monitoring. Sichuan and Chongqing have realized the linkage mechanism between upstream and downstream through information notification. The drill observers, as members of the expert advisory group, provided expert advice for information reporting, emergency response plans, and information disclosure. The drill also demonstrated the interactive interconnection between Sichuan and Chongqing through information reporting, and tested the long-term friendly upstream and downstream linkage mechanism between the two provinces (cities).
