On June 29, Xiangzhou District 2017 water Emergency search and rescue comprehensive drill was held in the the waters of Tangbai River in the Xiangzhou District. The drill set up 4 major subjects, such as runaway ship salvage, spilled oil pollution, ship fire fighting and life assistance. There were totally 9 units of more than 70 emergency search and rescue personnel participated in the drill, such as Xiangzhou District Traffic, Water Conservancy, Suling Mountain Bridge Project Department, eighth standard Section Project department of the Hanshi high-speed Railway, Sinopec Pipeline Xiangyang Oil Transportation Department and so on. It totally dispatched various kinds of 7 ships and tankers and an ambulance. This is the highest in the district, the most complete in the subjects, the largest participants, the most difficult, the most complex training of the water emergency search and rescue comprehensive drill.
At 9 a.m., the drill was officially started. A freighter was on the way to a sudden "mechanical malfunction", and the ship was out of control and was in danger of colliding with the Suling Mountain Bridge under construction. Xiangzhou District emergency leadership team immediately carried out rescue after received the alarm, two sea patrol boats quickly rushed to the scene for the closure of navigation warning; the third sea patrol boat and a tug rushed to the scene to rescue the ship and dragged the runaway vessel to a safe area within 20 minutes.
At 9:26 a.m., Inspectors found "oil pipeline accidental oil spill through the Liuliang River." Emergency leadership team immediately start the "Water spill contingency plan after received the alarm, two sea patrol boats were responsible for the closure of navigation of the upstream and downstream ,and carried out isolation for the oil spill waters, and then a rescue vessel carried out the of oil spill operations, used oil absorbent mats and oil dispersant. After fully cleared, the rescue ship smoothly sailed off the waters of the accident.
One trouble follows another. At 10 a.m., a freighter burst into flames, billowing smoke raised, and flames leaped to the sky. Emergency leadership team dispatched maritime rescue forces rushed to the scene, after more than 10 minutes of intensive work, they successfully put out the fire.
At 10:20, Emergency leadership team received the alarm again, a ferry had drowning personnel, and the situation is critical. 3 Sea patrol boats and an rescue speedboats quickly rushed to the accident waters, They threw the life buoy in time to front of the drowning people, they used only 5 minutes to successfully rescued drowning personnel.
At 10:30 a.m., the all subjects of this drill had successfully finished. This drill effectively tested the water emergency search and rescue capacity in the Xiangzhou District, and accumulated the actual combat experience to carry out the water emergency rescue. Finally, it achieved the expected effect.
