Weinan City was held 2017 environmental emergency drill

    On the morning of July 21, Weinan City was held 2017 environmental emergency drill in the Luofu River. Zhang Kai, the vice chairman of the municipal CPPCC opened the opening ceremony, Tian Xiaojun Deputy Mayor from Huayin Government made a speech.
 
    The emergency drill was simulated when a 20-ton diesel tank was driven on the Xitong Highway, it was fallen into the Luofu River when it turned into the bridge, 2 drivers were injured and some leakage of diesel was caused river pollution. After received the driver report, Huayin Environmental Protection Bureau immediately launched contingency plan, and reported to Huayin Government and Weinan Environmental Protection Bureau. They quickly started contingency plan after received the report, Tian Xiaojun Deputy Mayor from Huayin Government and Zhang Yong Director from Weinan Environmental Protection Bureau were jointly as commander-in-chief, the eight investigation and monitoring groups from Huayin relevant departments and Huaneng Shaanxi Qinling Power Generation Co., Ltd and six professional groups from the City Environmental Protection Bureau quickly rushed to the scene for doing a good job in emergency relief.
 
    This multi-party engagement, gripping emergency rescue was carried out in the Luofu River. Medical rescue group was treated the injured personnel, the emergency disposal group was put the residual diesel of the accident vehicle into the air tanker, and then used the crane to hoist the accident vehicle off the scene, an excavator was build a dam at 400 meters downstream of the tipping point and intercepted the polluted river water, it was also used oil absorbent mats for intercepting the sewage, absorb the water, and the other excavator was excavated the open channel in the upstream of the tipping point, and then guided the upstream river to the downstream of the interception dam. Environmental emergency experts reviewed the emergency response programs, the emergency monitoring personnel developed monitoring programs, implemented emergency monitoring; accident investigators investigated the source of pollution and identified the quality and quantity of pollutants. After the pollution source was cut off, the disposal of polluted river water was achieved standard, the Commander declared the drill was finished.
 
    During the process of emergency drill, the command and coordination was efficient, environmental protection, public security, traffic police, fire, health, water, safety supervision, housing and other departments and enterprises have an ensured division of responsibilities, the responsibility was implemented in place, it was ensured the rapid, orderly and efficient emergency rescue. This drill was tested the scientificalness, effectiveness and operability of the contingency plan, so that the emergency personnel mastered the relevant requirements and perfected the linkage mechanism of environmental emergency management.
