City Maritime Bureau was launched oil spill emergency drill

There was a ship accident on the Yanghong Petrochemical's dock and some oil spills was appeared. At the same time, some people fell into the water... and they requested the Taicang Maritime Bureau to come to the rescue. After receivd the information for help, the command center of the Taicang Maritime Bureau immediately dispatched troops and sent them to the scene.
 
This is not a real accident but a scriptless emergency drill which was conducted jointly by the Taicang Maritime Bureau and related departments.
 
This drill was simulad whrn a ship was carried out loading in the terminal, it was caught fire, some people fell into the water and some oil spills was appeared. After receivd the alarm information, the command center of the Taicang Maritime Bureau immediately launched an emergency plan, issued a navigational warning, instructed the pier to start fire extinguishers to carry out extinguishing on shore, and contacted the fire-fighting tug to support it and immediately instructed the first law enforcement brigade of the sea patrol to organize on-site for search and rescue.
 
After received the instructions, the "Sea Patrol No.06667" and the "Sea Patrol No.06866" boats rushed to the scene in time. The ship and the shore both closely cooperated to extinguish the fire in a relatively short period of time and rescue the personnel. At the same time, the relevant units were instructed to deploy oil booms, contain oil locks, and laid out oil absorbent mats to carry out on-site disposals to prevent the spread of oil pollution. The drill examined the feasibility of emergency plans for all parties and effectively improved the level of emergency handling capacity of emergencies by both terminals and maritime parties, and it was achieved the intended purpose.
 
“In order to ensure the authenticity of the emergency response, this drill was set as no script exercise, no drafting plan was adopted, no deployment was made in advance, and the type and scope of the failure were not set in advance. During the process of the drill, relevant personnel adjusted the difficulty of accident management according to the development of the accident.” Taicang Maritime Bureau official said, Taicang Marine Department will further sum up the experience of exercises, and constantly improve the emergency mechanism, continue to deepen the area to carry out hidden trouble investigation work, and actively organize dock units and ships to carry out various types of emergency drills to protect Area production safety.
