Linxiang Maritime Department launched ship emergency response drill

The port business of the Yueyang section of the Yangtze River is busy and the cargo throughput of dangerous goods is extremely high. The average annual throughput is more than 700 million tons. Once it was leaked into the water, it will cause serious damage to the ecological environment of the waters. In order to protect the water environment of the Yangtze River, implement the requirements of “Safety Production Month” ,effectively control and prevent ship pollution and to effectively improve the emergency handling capacity of ships such as oil spills, loss of control, and personnel falling into water. On June 14, 2018, Linxiang Maritime Department jointly cooperated with Nanjing Changjiang Oil Transportation Co., Ltd. jointly to hold a joint ship emergency drill in the Yueyang section.
At 15:00, the drill was simulated when the "Xinpingjiang 1005" tanker was carried out loading and unloading operations in the terminal, due to the negligence of personnel on duty, it was caused about 300 kg of water to the deck in the second-cages of left-hand-cages contained. Immediately after received the alert, the maritime department immediately started the contingency plan and checked whether the oil was into the river or not in the accident waters. Then the maritime department was together with the members of the emergency response team to conducted oil contaminant and removal by using oil booms and oil absorbent pads.
At 15:23, when the chief of the “Xinpingjiang 1005” ship was accidentally slipped into the river during the process of cleaning up anti-fouling equipment, the maritime department immediately dispatched two rescue ships, “Sea Patrol 12242” and “Sea Patrol 12270,” to arrive at the scene quickly to assist in the search and rescue operations and successfully rescued the drowning crew. Due to the relatively weak body of the crew, the maritime law enforcement officers carried out on-site rescue of the crew members who had fallen into the water and promptly sent them to the hospital.
At 15:41, the “Xinpingjiang 1005” ship reported to the maritime department that the ship had left the port, the two main engines were shut down and the ship had been temporarily anchored at the external port of Terminal No. 8. The engineers from the engineering department checked the cause of the failure and the ship was display 2 number spheres according The "Regulations". Maritime law enforcement officers immediately issued navigation warnings and implemented temporary traffic control on the site.
At 15:51, the failure of the ship's double main engine was successfully eliminated. The uncontrolled ship was berthed in the safe water area and the alarm was lifted. Chen Zhengxiang, the director of Linxiang Maritime Department commented on the drill.
Through this exercise, the emergency and personnel search and rescue capabilities of the area have been further enhanced, and the operation of the ship's pollution emergency linkage mechanism has been deepened, and it was ensured that the continuously stable security situation in the area.
