In order to test the handling capacity of all parties involved in maritime affairs, ships, and shores, and improve their awareness of safety responsibilities, work arrangements, in accordance with the work arrangements of the Haizhou Maritime Bureau“2018 Dangerous Goods Vessels, Shores and Emergency Joint Drill Demonstration Activities”, on the morning of June 20th, Hainan Gnaghang Co., Ltd. of Haikou Branch successfully organized a joint drill for dangerous goods leakage, marine oil spill and fire emergency response, and other 16 units The responsible persons of the 16 units and companies visited the site to observe and guide the report, such as Hainan Maritime Bureau, Haikou Maritime Bureau, Haikou Safety Production Committee, Haikou Port and Shipping Administration, etc. and 15 media from both outside the province reported.
At 09:30 in the morning, with the order of the drill commander, Hainan Ganghang Holding Co., Ltd. 2018 Haikou Port Dangerous Goods dock ship and shore emergency joint drill was kicked off. This drill was simulated when a ship carrying dangerous goods which was in the process of loading dangerous goods vehicles, the ship had a sudden diesel leak and the vehicle to be installed on the dock had a glycol leak and burning accident. The captain immediately reported to the maritime department and firstly carried out self rescue.
With the continuous occurrence of accidents at the scene, the vessel party immediately launched an oil spill contingency plan, and the terminal started the “Special Emergency Plan for Dangerous Goods Handling in the Transitional Period of the Dangerous Goods Berth of Xiuying Port” and “Comprehensive Emergency Preparedness Plan for Safety Production Accidents”, and “Fire emergency plan”, both sides of the ship and shore carried out a series of measures such as plugging of chemicals and fire fighting in accordance with the preplan, and notified the cleaning company to prepare for cleaning up the pollution. At the same time, they reported the accident to the competent authorities such as the Maritime Bureau and the Port and Shipping Bureau for requesting support. After received the report, Haikou Maritime Bureau promptly launched an emergency plan for maritime emergencies and dispatched the emergency forces in the area, dispatched sea patrol 11106 and 1102 ships to the accident waters to conduct perimeter ships and implement traffic control. They firstly laid out oil booms for oil spill control, then used oil absorbent mats for spill absorbing, finally sprayed oil dispersants. The drill was lasted about 40 minutes and all the subjects were completed. After the end of the drill, all the observation units commented on the drill at the on-site assessment meeting, they conducted in-depth discussions and exchanged on the issues exposed by the drill and management difficulties and achieved the purpose of the drill.
In the next step, the Haikou Maritime Bureau will use the exchange learning platform for dangerous goods ships and shipyard joint emergency drills and demonstration activities to supervise all units in the area to improve their own contingency plans, and to coordinate and train the coordination between ship and shore and accident disposal forces. It will also jointly improve the safety management level of dangerous goods in water transportation in the area and ensure maximum safety of life and property after the accident.
