2018 Xiuyu District Maritime oil spill emergency drill was held

On the morning of June 20, 2018 Xiuyu District Maritime oil spill emergency drill was held at Xiuyu Port, which was jointly held by Putian Maritime Bureau and Xiuyu District People's Government. Relevant leaders from Putian City Safety Supervision Bureau, Putian City Transportation Bureau, Xiuyu District Government attended to see the drill. This drill will effectively enhance the city's ability to handle oil spills at sea, meet the urgent needs of protecting the marine ecological environment in Putian, and promote Haixi economic construction.
This drill was simulated the collision between an oil tanker and an empty cargo ship during the departure process of the oil tanker. The collision was resulted in a fire in the engine room, a breakdown of the warehouse, and spillage of fuel oil. After received an alarm, the Xiuyu District Maritime Search and Rescue Sub-center immediately conducted emergency treatment to guide the crew of the ship organization to carry out self-rescue measures such as fire extinguishing, plugging action, cargo transfer, etc., and then quickly carried out comprehensively analyzed to the accident time, location and sea conditions, the type and quantity of pollutants, and the possibility of further leakage, then they immediately reported to the Xiuyu District People's Government and the Putian City Maritime Search and Rescue Center. At the same time, the sea patrols were dispatched to the scene of the accident for command assistance and control and alert in the vicinity of water, the tugboat was dispatched to the scene to assist in the extinguishing of fire. After inspection of the fire, it was confirmed that the fire has been extinguished; they commanded the oil spill recovery ship to carry emergency equipment such as oil skimmer and oil dispersants to control and recover the oil spill of the accident ship. The drill was successfully carried out according to the plan and it was a complete success.
In this drill, there were totally dispatched 4 sea patrol boats, 1 tanker, 2 tugboats, 5 sewage dredgers and more than 80 crew members participated in this drill. Drones were also used for the first time to detect the fire and monitor the drift of oil spills. It was demonstrated the outstanding role of science and technology in emergency handling.
Through this drill, we further examined coordination between the Xiuyu District's main emergency assistance forces and the cleanup forces, and the proficiency of the equipment used in the cleaning of sewage, it was further enhanced the emergency handling capacity of maritime, tugboat, shipyard, and cleaning forces.
