Zhoushan Northern Sea held search and rescue oil spill emergency drill
11/Jul/2018
At 15 o'clock on the June 25th, the 2018 search and rescue oil spill response drill in the northern Zhoushan Sea area was begun.
This drill was simulated when the "Beiyou" tanker carrying about 2,000 tons of fuel oil transported from the Wuhujiao Anchorage to the escapade of Century Pacific Quay, it was collided with the "Beike" tanker. The accident caused the top of the cargo tank damaged, and about 10 tons of fuel oil was entered the sea. One crew member of the passenger ship fell into the water and the vehicle deck caught fire. The lives of the passengers and crew members on board were threatened.
At 15 o'clock, the drill was officially begun. After received warnings dangers from the "Beike" tanker and "Beiyou" tanker, the Ma’ao Maritime Department immediately reported the incident to the Zhoushan Maritime Search and Rescue Center. The Zhoushan Maritime Search and Rescue Center immediately instructed to activate the emergency response level II response and carry out personnel rescue and oil contaminant removal work.
At 15:13, the "Sea Patrol 07348" boat arrived at the scene of the incident and took command of the boat. The "Sea Patrol 0735" boat was carried out onsite warning control and the "Sea Patrol 07334" boat assisted in searching for drowning personnel. "Golden Ocean 18", "Dingzuo 5" and "Changhong Tow 3" ships and other emergency-disposal boats quickly carried out fire-fighting operations to the "Beike" tanker, and implemented emergency measures such as the deployment of oil booms and cooling of spray mist.
At 15:17, the first oil boom was fully deployed. "Zhonghai 12" and "Golden Ocean 16" ships carried clean-up equipment to carry out cleaning work on the outside of the boom. After 3 minutes, part of the oil spill control failed. The on-site command sent "Futuo 29" and "Golden Ocean 22" ship to lay the second fence around the first fence.
At 15:30, the second fence was deployed and the oil spill control was achieved success. The fire from “Beike” tanker was completely extinguished. Subsequently, the Zhoushan City Maritime Search and Rescue Center (Zhoushan Oil Spill Emergency Center) approved that the on-site cleaning vessel began to spray environmentally friendly oil dispersants.
At 15:37, the oil spill from the "Beiyou" tanker was completely cleared.
At 15:40, the exercise subjects were successfully completed, and the participating vessels evacuated in an orderly manner.
The emergency drill successfully tested the operability of the emergency linkage plan and provided valuable experience for effectively strengthening the coordination capability among the various units in the sea area of Zhoushan, and effectively improved the ability of maritime departments to use marine oil spills and lifesaving fire emergency response resources.
It is understood that during the month of safe production in 2018, the Zhoushan Maritime Bureau focused on drowning passengers, spilling oil from ships, and leakage of dangerous goods, and actively organized various types of emergency drills to optimize the emergency plans for water emergencies, plans for preventing flooding and Emergency procedures, and further improved the emergency response handling system in the area.
