018 Liaodong Bay Maritime Search and Rescue Comprehensive Drill was Successfully Held

In order to implement the spirit of the 2018 Liaoning Maritime Search and Rescue Work Conference and improve the maritime emergency response ability, the "2018 Liaodong Bay Maritime Search and Rescue Comprehensive Drill" was hosted by the Liaoning Province Maritime Search and Rescue Center and undertaken by the Yingkou Maritime Search and Rescue Center on July 26 and was successfully held in Yingkou Port Bayuquan Port Area.The video venue was located at Yingkou Maritime Bureau. Relevant leaders of the Liaoning Provincial Government Emergency Office, the Provincial Maritime Search and Rescue Center, the Yingkou Municipal Government and the coastal government emergency offices attended the exercise. The members of the Yingkou Maritime Search and Rescue Center and the relevant departments of the city attended the on-site observation. Ji Chaohui, deputy mayor of Yingkou City, served as the chief conductor of the drill and announced the start of the drill.
 
The drill was simulated an empty-borne bulk carrier igniting in the cabin of the Bayuquan port area, causing the main engine to run out of control and subsequently colliding with a nearby berthing container ship. The collision accident caused two people in the bulk carrier to fall into the water, the container ship hull was damaged, a small amount of fuel was leaked, and two containers containing dangerous chemicals were fallen and damaged. The drill was covered four subjects: ship fire emergency response, marine life assistance, dangerous chemicals prevention and control, and marine pollution prevention by deploying oil booms and laying out oil absorbent pads.
 
During the drill, the first attempt was to use the UAV integrated HD digital camera to obtain search and rescue scene aerials, the integrated positioning system to lock the position of the distressed personnel, the integrated camera and the remote image transmission system to monitor the fire and oil spill scene in real time, and provide a rescue plan for the emergency headquarters, there is no precedent in the waters of Liaodong Bay, which provides a reliable reference for the introduction of drone technology into maritime emergency, and further deepens the application of drones in maritime cruising, maritime search and rescue.
 
Yingkou Maritime Bureau has done a lot of work in the preparation, organization and coordination, and logistics support in the early stage of the drill. The participating parties have run through the desktop deduction and actual rehearsal to ensure the smooth progress of the drill. The drill was coordinated 17 ships, more than 320 people, 8 drones and a large number of cleaning equipment. It is a comprehensive test of the scientific and practical maritime search and rescue emergency plan and the actual combat capability of the maritime search and rescue team. The construction of the emergency assistance linkage mechanism and the protection of the safety and stability of the water transportation environment have played a positive role.
