The first eco-city maritime area comprehensive emergency drill was successfully held

On the morning of July 31st, the first eco-city maritime area comprehensive emergency drill was held in the Gangchi waters of central fishing port, which was close to actual combat. It was used “sea, land and air” trinity search and rescue method to test the organization, coordination and command abilities in dealing with maritime emergency for maritime search and rescue agencies.
At 10:05 a.m., the drill was officially begun. The bulk carrier was collided with the B oil tank near the 543# light float of the central fishing port. The engine room of the A was in a fire, the steering gear failed, the ship was out of control, and one crew member fell into the water. The 1 ton of fuel oil in the B oil tanker was leaked, forming a 20-meter-long, 50-meter wide oil belt drifting to the southeast, and the situation was very urgent. After received the police, the Eco-city Maritime Search and Rescue Sub-center immediately launched an emergency plan. On the one hand, they quickly dispatched three sea-patrol ships of “Sea Patrol 0208”, “Sea Patrol 02011” and “Sea Patrol 02012” to the scene. “Sea Patrol 0208” ship was served as the on-site command ship. The "Sea patrol 02011" ship and the "Sea patrol 02012" ship were responsible for on-site monitoring and search and rescue of the drowning personnel.
On the other hand, they coordinated drones for real-time dynamic monitoring, and the fire tugboat “Jingang Wheel 25” for carrying out fire fighting on the ships, it was effectively controlled the on-site fire. At 10:20, the high-altitude search of the drone successfully locked the position of the drowning personnel. The two sea patrol boats of the "Sea Patrol 02011" and "Sea Patrol 02012" immediately went to the locked position, successfully rescued the drowning personnel and sent them to the shore and then transferred to hospital for treatment. As the B-wheel draining oil belt was continuing to drift to southeast, the marine environment of the port area was seriously threatened. The on-site command ship "Sea Patrol 0208" immediately coordinated the "Changsheng 7" round, and the "Lianzhong Emergency Oil 9" round of two oil spill control vessels controlled the B-oil tanker oil spill water area. At the same time, the clean-up ship "Shengyu Environmental Protection 1" wheel was used for decontamination work in the enclosed waters. It was deployed oil booms and laid out oil absorbent pads. At 10:50, the fire of the A ship was completely extinguished, the personnel who were in the water were rescued, and the situation was stable. The oil spilled area near the B ship was completed, and all the drill was successfully completed.
According to the on-site law enforcement personnel of the Dongjiang Maritime Bureau, this drill was simulated the real scene and was close to the actual situation. It used the “sea, land and air” trinity search and rescue method, and coordinated 9 ships including sea patrol ship, cargo ship, fire tug, and clean-up ship. 2 unmanned aircraft (1 fixed wing and 1 spiral wing), 1 medical ambulance, and more than 80 people participated in the drill. The drill was participated more than 10 units such as China Communications International Aviation Administration and Shengyu Environmental Protection Co., Ltd. They finished three-part in firefighting, rescue of the wounded, and oil spill control.
