Beihai Maritime Bureau organized a dangerous goods terminal oil spill emergency drill

 In order to test the effectiveness and operability of the "Beihai City Ship Pollution Emergency Response Plan", examine the maritime oil spill emergency response capability of the professional cleaning company in the jurisdiction and the shore-based cooperation level of the oil and gas terminal, and improve the organization, coordination, command and emergency response capabilities of Beihai Maritime Search and Rescue Center and protect the cleanliness of the marine environment. On August 18, the Beihai Maritime Bureau organized an oil spill emergency scriptless drill at the CNOOC Weizhou Terminal.
 
The drill was based on the theme of “Creating a safe sea area and protecting green water and green hills”. It was simulated the oil tanker “Kangfa 86” burst into strong convective weather when it was loading and unloading crude oil at the terminal of the CNOOC Weizhou terminal, causing the oil delivery arm to fall off and the crude oil to enter the sea.
 
At 9 o'clock in the morning, after confirming the oil spill situation, the ship quickly contacted the dock to start the anti-pollution emergency plan and reported the danger to the Beihai Maritime Search and Rescue Center. After received the police, the law enforcement officers of the Beihai Weizhou Island Maritime Department immediately rushed to the scene, at the same time, they also dispatched the warning ship and the clean-up ship to assist; the warning ship “Xiagang Tug 20” ship was on the periphery of the waters, and the clean-up ship was deployed the oil booms in the oil spill area and passed the oil skimmer, oil absorbent pads and
oil dispersant to eliminate oil pollution.
 
     At 10:30, the oil spill situation was effectively controlled, and the oil spill did not cause pollution in the surrounding waters. The drill was achieved a complete success.
 
After the end of the drill, the maritime law enforcement officers conducted on-the-spot comments on the drill and further deployed the anti-pollution work of the dangerous goods terminal.
 
 
In the next step, the Weizhou Island Maritime Department will sort out the experience of the drill and strictly follow the requirements of the relevant documents of the higher authorities, and put in place various pre-control and emergency measures to ensure the stability of the water safety situation in the jurisdiction.
