China-Myanmar crude oil pipeline leakage emergency drill was successfully held

2019 China-Myanmar crude oil pipeline leakage emergency drill was successfully carried out. The drill aims to focus on the joint "combat" emergency response capabilities of the Southwest Pipeline Company and the Yunnan Local Government. It is the largest government-enterprise joint emergency drill since the establishment of the Southwest Pipeline, and it is also the largest large-scale river oil spill interception drill in China to date. It is of great significance for effectively controlling risks and responding to emergencies.
 
The content of the drill was simulated a 5.2-magnitude earthquake occurred in Yongping County, Dali Prefecture, Yunnan Province. The focal depth is 8 kilometers, which causes the weld of the cross section of the Lancangjiang River crude oil pipeline to break. The leakage of crude oil is about 500 cubic meters, of which about 50 cubic meters leaked into the Lancangjiang River.
 
At 10 o'clock, with the command of the chief secretary of the Southwest Pipeline Company and the general manager, the emergency drill was officially begun. The southwest pipeline started the emergency response step by step, and blocked the “leakage point” according to the “Emergency Disposal Plan for Oil Leakage” and the “Special Plan for Oil Spill Recovery of the Minjiang River”, and set 4 intercepting points on the downstream of the Lancangjiang River to conduct oil leakage by deploying oil booms and using oil skimmer for controlling and recycling. The Yunnan Provincial Emergency Management Department reported the relevant situation to the provincial government office and emergency management department in accordance with relevant procedures, initiated emergency response, set up an on-site emergency rescue headquarters, and immediately dispatched personnel to the scene to direct, coordinate and carry out accident rescue. At 11 o'clock, the leaking point was blocked, the river bank and the oil spill on the river were all cleaned, and the drill was ended satisfactorily.
