The country's offshore oil and gas platforms first anti-collision drill was held in Tianjin

Yesterday (July 26), the country's first petroleum platform maritime navigation safety risk prevention drill was held in Tianjin. The drill was hosted by Tianjin Maritime Search and Rescue Center, Maritime Safety Administration of the Ministry of Transport, and China National Offshore Oil Corporation.

The drill was carried out in the waters near the Caofeidian oil platform. It was simulated when a passenger ship was planning to berth at the home port of Tianjin cruise ship, due to negligence, it was collided with an oil tanker preparing for crude oil export operations, the accident caused a fire in the bow of the passenger ship, one passenger fell into the water, several passengers were injured, and hundreds of passengers lives were threatened; the hull of the tanker was damaged, fuel oil was leaked, the ship was out of control and drifted towards the oil platform, there was a risk of collision with the platform.

After receiving the police, the Tianjin Maritime Search and Rescue Center immediately activated the emergency plan, implemented traffic control on the incident water area, and designated the “Hai Xun 0204” ship as the on-site commander, and the “Hai Xun 0208” ship and the “Hai Xun 0203” ship executed the incident water area. Emergency rescue forces including rescue, firefighting, leak plugging, pollution cleaning, medical treatment, water alert, and maritime search and rescue volunteers were quickly dispatched to organize and carry out emergency response work. The drone quickly located the person who fell into the water and continuously monitored the development of the passenger ship’s fire and the spread of the oil spill; the rescue ship successfully rescued the person who fell into the water under the precise positioning of the drone; the rescue helicopter quickly flew to the scene to transport the seriously injured. The Beihai Rescue 111" ship alongside the distressed passenger ship to efficiently transfer the passengers and crew; the shore-based medical team efficiently screened and treated the wounded in different conditions; two fire-fighting tugs activated high-pressure fire monitors to approach the fire-fighting ship to assist in the fire-fighting operations; The oil platform closed the wellhead, and the platform personnel were evacuated in an emergency; two high-horsepower tugboats carried out emergency towing to the oil lifter to avoid secondary accidents that collided with the platform. At the same time, on the one hand, on-site commanders dispatched underwater robots and divers to explore and seal the damaged parts below the waterline of the tanker to prevent further fuel leakage; on the other hand, they used drones to monitor spilled oil and drift predictions, accurately grasped the distribution and diffusion trend of oil pollution on the sea surface, organized professional cleaning ships, installed oil booms downstream of the discovered oil belts, adopted the "U" type containment method to intercept oil spills, carried out sea surface oil pollution recovery operations and sprayed the oil spill dispersant on the remaining oil film to further eliminate the threats to the marine ecological environment.The instructions were continuously issued, the messages were quickly fed back, and the subjects were carried out in an orderly and tense manner,A battle against time for the protection of life, property and the marine environment was starting in an intense and orderly manner.
